Unlock the boot loader

Hello,

every Time i end this command
fastboot -i 0x0fce oem unlock IMEI-Number

i get this answer:
FAILED (remote: Command not allowed)
finished. total time: 0.006s

What do i wrong?
Can someone help me please?
