Note 2 won't make calls

So it has lte data, can send and receive texts.

This problem just literally showed up out of nowhere, on a rom I was using for months.

Things I tried:
Changing roms
Replacing sim
Replacing sim card slot
I never tried to flash it back to stock, but I did try flashing both the stock and most current radio firmwares
My IMEI seems to be intact as the number reports correctly, however I can't seem to get into the hidden dialer menu.

Suggestions?
