Moto E 2nd gen xt1528

HELP!!! Can anyone tell me how to change the mode to nv_only instead of ruim_only, i tried to change it to nv_only but it just goes right back to ruim_only. I also want to change the prl but that is not sticking either, and some data settings also are not sticking. Does anyone else have this problem with the moto e 2nd generation(xt1528)? Answers how to fix it would be much appreciated!!!
