System UI won't properly start

Hi guys Im new here to the forums. Currently in the East coast for vacation. Tried rooting my phone before but things didn't go so well. Here is a video of my phone and the problem....I need tons of help here cos it's pretty much useless right now. Even if I loose all my info on there it's okay as long as it gets fixed and becomes usable again. :(:(:(
