Stop "System Update Downloaded"

I am running KitKat on my LS980 and have been getting the "System Update Downloaded" with the option of "Install" or "Later" since May of this year.

I disabled Google Play Services Notifications and that hid it.

Even though the notification is hid, I keep downloading the update (over sprint's awesome 15KB/s max 3G network) and it's been killing my battery.

Is there any way I can disable the OTA update completely without switching ROMs?
