i9505 question for storage in last ROM

my Engilish is not good.
i have i9505 galaxy S4 from Germany . and i make full update . and have baseband i9505XXUHOH2 .
and i make full restore. and look the picture this is normal ? 16GB ROM and 6.73gb rom only the system memory?
and i have only 8-9gb free..
