App or root patch to use physical screen with offset (part of screen unusable)?

Hi,

I have a Oneplus one with the top 40px of screen not responding to touches (physical problem I would say), so no touches can reach the status bar.

I have installed an app that when you click it the notification tray goes down, but I find it a bit annoying.

My question is: is there any app or root app or patch to do to the system so instead of 1080x1920 it outputs the screen window to 1080x1880 leaving a 40px top offset. That is, switch off the first 40px height and only use the rest of the screen.
