What part should I replace to get "bootloader unlock allowed: yes"?

I have an Xperia S with "bootloader unlock allowed: no" but I want "yes". I think it depends on the motherboard, so if I change the motherboard in my device, then it would be "bootlader unlock allowed: yes"?
