Sealed Droid Mini version

I purchased a used Droid Mini from ebay, and although it works great I can't stand all the bloatware verizon preinstalled. Coming from a Nexus 5 and being a Linux user I'm burning with rage at the bull**** carriers can put us through. This is complete lack of freedom. Anyway; can anyone confirm that a brand new sealed in box Droid mini will be version SU 4.21 or less? That would allow me to use sunshine and finally unlock the bootloader.
