[Null Rom v23] Bluetooth tethering only works when connected to Wi-FI, but not LTE/3G

Title. I couldn't figure out what was wrong, until I trialed-and-errored and found that I couldn't connect to anything unless I had Wi-Fi on. It doesn't work for my LTE/3G connection.
