Note 3 Test phone - Doubts?

Hi,

I've just got from a friend of mine a Galaxy Note 3 (those used for testing/show off at stores).
All working fine despite SIM which is not working at all.
There's a SIM slot however with or without SIM its the same.

Does anybody know if this is a HW limitation (which needs to get the board replaced) or just disabled by SW ? (it would be awesome, however too easy if it is that way :laugh:)
