No activate/data on Sac23 GS6 Rom

Hello, I just had the Sac23 GS6 rom put on my phone today. I've searched every place in that rom and there are no answers as to why my device won't activate, therefore without wifi I have no data. I have no force closes, no ItsOn issues, just won't activate. Any help would be appreciated. I've reflashed 3x already. Thanks!
