Nexus 7 Flash Issues



Trying to restore a friends Nexus 7 ( 2012 - Grouper - nakasi )
I cant seem to flash the factory images to the device via fastboot and cant write custom recovery either. Some details on the device and steps already attempted:
1. I have fastboot/bootloader access (v4.23) however all other partitions seem to be corrupted including recovery. I am not able to overwrite the bootloader image either.
2. I cannot flash any image or format via fastboot or recovery (booted recovery image, not flashed, cant do that).
3. I lost recovery image when attempting to restore factory image (4.4.4 KK Image) I assume when I ran fastboot erase recovery. I have tried to flash the stock recovery and TWRP and they will not flash however i can boot the img still (fastboot boot recovery.img). Tried to boot TWRP and repair/format/change format, partitions and get an error every time.
4. Fastboot output for attempting to flash factory images results in a few different responses: FAILED (remote: (FileWriteFailed)) or FAILED (remote: Unknown error)) and some others i cant recall.
5. I tried multiple USB 2.0 ports and cables (including factory cable) with same outcome. Confirmed drivers are installed in Windows using other grouper in working condition. Also tried in Ubuntu with same results.
6. I have tried a few factory images ranging from 4.1.2 (JZO54K) -> 4.4.4 (KTU84P) -> 5.0 (LRX21P) -> 5.1.1 (LMY47V).

My best guess is the eMMC is corrupt but to be honest I am not sure what that really means and if it is repairable without hardware components being swapped out. Any help on reformatting/repairing the device partitions would be great.
