Nexus 10 not connecting to public (hotel) wifi

I have a rooted Nexus 10 with 5.0 on it. I have made no changes the underlying aspects of the os. For all intents and purposes it is stock.

I am staying at a hotel that offers its guests free wifi. You have to connect to the wifi and then open the browser for the splash screen and login info. The wifi signal is very strong.
When I try to login using my Nexus 10 both chrome and firefox give me a "timed out" error and never connect. I have both a windows laptop and a Galaxy S5 that work just fine. The galaxy is NOT rooted.

To verify that it was the network causing the issue, I set my phone as a hotspot and tried it. It worked fine.

Everything I have done below has failed.

* I found another forum that suggested the clearing of the Google Services Framework Cache. I noticed that it never was above 12kb and clearing it did not change it.

I am here all week and REALLY want to use it.
