Drive Autosync - Network Error

1) When synching files with Drive Autosync to Google Drive I come across "Network Error" and "Synch isn't allowed conditions aren't met" errors. So I can't synch. Why?

2) When I click synch on the app it upload all the files or just the files which are updated?
