Applying edits to Noto emoji

I have made some changes to Noto emoji by Inkscape and I wanna apply to the source font. (Inkscape is a vector editor)
Can anyone recommend some open editors of color fonts? Thanks a lot.
I am now trying BirdFont and FontForge to test whether it supports color fonts.:)
