Anyone know where to get a guaranteed unlockable Moto E 2nd?

I got a Moto E 2nd with the understanding I can unlock the boot loader, and that hasn't been the case.
I still have a chance to return it though.

But if I order another one anyone know where I can get a Moto E 2nd generation that I can absolutely unlock the bootloader on and won't
accidently ship me the wrong version?
