15 seconds ADB Installer v. 1.4.2 Access Denied issue

I'm trying to run the above installer, I'm on Windows 8.1 pro and I can run the 1.3 version fine.
I removed the drivers and tried 1.4.2 but get an access denied message and it installs nothing.
