Stuck on samsung logo - before buying cat in the sack

Hi, I have an option to buy n8000, but the guy says that the tablet stuck on Samsung boot logo. Although, he can power on bootloader menu and there is charging battery screen when the tablet is off and connected to power adapter.
Is it rom problem only? Safe to buy and just flash official rom ? I can't return it and can't check it for more then a few minutes.
