[Q] Importing a droid turbo

Hello all, i have thoroughly searched the forum, but what i found sent mixed messages.
I currently own a moto x 2013 and have a pretty tight budget. I have found that the only phone that will fit my needs and is an upgrade is the droid turbo. (Not the moto maxx as it is too expensive)

Now, the problem is that i live outside of the US and i have gotten mixed messages about potential problems activating the phone. I have found a refurbrished unlocked one on ebay, but im afraid that it will not activate without a valid verizon sim card...

Does anyone have experience with this matter?
