Tethering Works for Bluetooth not Wifi, DHCP doesn't give out IP

I have a G900F with HK ROM G900FZHU1ANI2 stock firmware, rooted...

Tethering works if I connect with Bluetooth, but not Wifi.

Any wifi device connecting to the phone's Wifi point is unable to get an IP address from DHCP on the phone, and resorts to it's own internal IP address. Any way to check what is going on with the DHCP on the phone? From Google search, I know that android defaults to 192.168.43.xx subnet, so if I set up the Wifi connecting device with a manual IP to 192.168.43.xx, with the router at 192.168.43.1, I can see the phone, but now, DNS doesn't work even if I manually set it to Google's DNS server at 8.8.8.8.. I can ping the phone at 192.168.43.1, but not any external IP.

Any ideas what's going on?
