/data/data/hotplug/cmd missing

I tried uninstalling some apps after rooting my alcatel 6042d. Now some apps are not able to connect to the internet, like Google Play, FB Messenger etc, whereas browser, whatsapp, fb apps work without issues. I checked the logs, and found the following error message, when those apps with connectivity issues were running:

Is there any way by which i can restore these files?
