New Update? Xt1096

I got a new notification this morning about an update should I install it? I really want root but I have 5.1 stock at the moment :(

The hidden fineprint when buying a used/refurbished Verizon (XT1096) model

I'm really turned on by an eBay deal on a used (but refurbished) Verizon unlocked Moto X for 180$. But I guess there are a few things no one's telling me when buying this device...

I can think of the following:

1. Battery already worn out
2. Unable to unlock the bootloader & root the device
3. Unable to use some of the functions (heard about USB tethering doesn't work?!)

I'd be happy to hear from you what's indeed true and what's not, and other possible drawbacks. Also, I live outside the US if that matters.
