Missing "more networks" in settings for added user

To get cloud printing to work I needed to use the printing option in the "more networks" settings on my 12.2. It works fine. However I have added a user and, when logged in as that user, there is no "more networks" section in settings and I can not get Google cloud printing to work. Any thoughts?
