Disable darker background when pulling down status bar

Almost all roms after ICS has this effect, when Im pulling down status bar, the area under it is getting darker, and it reduces the performance. For example CM9 does not have this effect and its status bar is much more responsible than on newer roms. So is there any way to turn this effect off?
