Can you access Settings from PC to make changes?

Ever since soft wipe I am getting the "android.process.acore has stopped working" message that won;t go away. I mean it pops back up the second i tap OK, so no way to get past it. I've read about the fix in Setting/contacts but cant get that far. Help!
